Yes. Within the alliance, the honor multiplier increases with combat power rank: Rank 1 ×30, Rank 2 ×28, Rank 3 ×26, decreasing by 2 for each subsequent rank down to a minimum of ×1 (Rank 10001 and beyond are all ×1).

Blacklist
The blacklist is reserved for the very worst-behaving players. Only when a player is beyond redemption or seriously disrupts the game environment should they be added; if they are confirmed enemies, list them directly. Any server or administrator who blacklists someone must take follow-up responsibility (the alliance will support) and promptly share the information so that all members act in unison. All servers under the alliance shall refuse blacklisted players. The blacklist is a last resort—use it with caution.
